The HP Scholarship was established collaboratively by the Ministry of Minority Affairs, the Education Department, and the Indian Council for Education. It aims to facilitate the education of students from impoverished communities by providing financial support for pre- and post-matric classes. Approximately 33 scholarships will be awarded to eligible applicants.

HP Scholarship 2023-24

The Himachal Pradesh Scholarship initiative extends opportunities to students falling under various caste categories, including SC, ST, BC, OBC, and handicapped individuals. With around 33 scholarships available, encompassing state-sponsored, centrally-sponsored, and technical education categories, eligible students from these diverse backgrounds can apply online.

The HP Scholarship, tailored for residents of Himachal Pradesh, offers variable financial aid to support their pursuit of pre- and post-matric programs. Comprising approximately 33 subsidiary scholarship projects, this initiative categorizes funds into three distinct award categories. This structured approach ensures equitable distribution and accessibility, empowering candidates across the state to overcome financial barriers and advance their educational endeavors.

Objectives Of HP Scholarship

The main objective of launching the Himachal Pradesh Scholarship is to provide financial assistance to the students belonging to the underprivileged communities or categories such as SC, ST, OBC, EBC, DNTs and Minorities so that they will be able to undertake pre- and post-matric classes with the help of scholarship amounts provided to them.

Another objective of HP Scholarship is to provide variable scholarship amounts to the residents of Himachal Pradesh so that they will be able to carry out pre- and post-matric classes on the basis of beneficiary category to which they belong. Beneficiary category and the class undertaken by them will determine the scholarship amounts.

Role Of ePASS 

The government of Himachal Pradesh has developed and designed ePASS (Electronic Payment & Application System of Scholarships) portal so that meritorious students from the EBC/OBC will be able to apply online under any one of the scholarship schemes. This portal will provide student login so that they will get access to their dashboard

Misuse of Scholarship Funds & Fraud Claims 

There are some institutes of universities that are verifying duplicate students’ scholarships claims to misuse scholarship funds and they are also not giving the maintenance allowance to the students released by the department. University officials are blackmailing the students of SC/ST for depositing their fees despite promising to provide free education.  

 Implementation Procedure

The implementation procedure for this scholarship is as follows:-

  • Eligibility Criteria:– Students must meet the specified eligibility criteria set by HP to be considered for the scholarship. These criteria may include academic performance, financial need, and other relevant factors.
  • Application Process:– Interested students need to complete the online application form available on the official HP Scholarship website. The application form requires students to provide personal and academic details, along with any supporting documents as requested.
  • Evaluation:- Once the application period is closed, the scholarship committee will evaluate all the received applications. The evaluation process may involve reviewing academic records, conducting interviews, and considering other relevant factors.
  • Selection:- Based on the evaluation process, the scholarship committee will select the most deserving candidates for the HP Scholarship. The selected students will be notified through email or other communication channels.
  • Disbursement:- The scholarship amount will be disbursed directly to the educational institution where the student is enrolled. The disbursement process may vary depending on the institution’s policies and procedures.
  • Renewal:- In some cases, the HP Scholarship may be renewable for multiple years, provided that the recipient maintains the required academic performance and meets all the renewal criteria set by HP.

Features Of Himachal Pradesh Scholarship 2023-24 

The features of this scholarship are as follows: –

  • HP Scholarship has been launched with the active participation of the various bodies such as:- Education Department, Ministry of Minority Affairs, Department of Empowerment of Persons with Disabilities, Department of School, Education, and Literacy and Ministry of Tribal Affairs.
  • There are around 33 scholarships covered in the form of subsidiary scholarship initiatives.
  • This scholarship will secure the interests of the students belonging to SC, ST, OBC, EBC, Minority and DNT.
  • The student must be pursuing classes from 1st to 12th.
  • The students who are pursuing degrees such as UG, PG and PhD in various courses will also be given the variable scholarships.
  • Students will be able to get the scholarship amounts either on a monthly or yearly basis.
  • Scholarships will be extended to the students or children of Armed Forces Personnel killed / disabled in the different wars /operations and Cadets of NDA.
  • The rate of scholarship amounts given to the hostelers will be slightly higher than compared to the scholarship amounts given to the scholars.

Dr. Ambedkar Medhavi Chattervriti Yojana for OBC StudentsOBC students must be pursuing classes 11th and 12th and their annual income must not exceed to Rs. 1,00,000/-.
Swami Vivekanand Utkrisht YojanaThe student must belong to the general category have secured good marks in the class 10th board exam while attaining an annual income limit of Rs. 2,00,000/-.
Thakur Sen Negi Utkrisht Chattervriti YojanaST students must be pursuing post matric classes and their annual income limit must be Rs. 2.5/- lakhs.
Kalpana Chawala Chattervriti YojanaGirls Students must be pursuing classes 10+2 in the fields such as Science, Arts and Commerce.  
Mukhiya Mantri Protsahan Yojana (One-time IncentiveThe student must have got admission to the IIT, IIM and AIIMS instiute.
Maharshi Balmiki Chattervriti YojanaThis scholarship will only be provided to the girl students belonging to the valmiki families or unclean profession.
IRDP Scholarship SchemeThe student must be pursuing classes 9th to college degree and he or she must belong to the IRDP family group.
Sainik School Sujanpur Tihara ScholarshipThe student must be a bonafide resident of Himachal Pradesh and he or she must be pursuing classes from 6th to 8th from Sainik School Sujanpur Tihra.
Rashtriya Indian Military College Scholarship (Only for RIMC Dehradun)The students must have a domicile of Himachal Pradesh pursuing classes VIII to XII in Rashtriya Indian Military College, Dehradun.
NDA Scholarship Scheme (Only for NDA Khadakwasla)The student must be a cadets of Himachal Pradesh getting training from National Defence Academy (NDA), Khadakwasla, Pune.
Financial Assistance to the Children of the Armed Forces personnel killed/ disabled during the different war/ operationsThis scholarship will be provided to the Children of Armed Forces Personnel killed / disabled in the different wars /operations for pursuing classes from 9th to college degrees.
Mukhya Mantri Gyandeep YojanaThe student must be approaching for pursuing higher course of studies in the courses such as professional and technical courses.
Indira Gandhi Utkrisht Chattervriti Yojana for Post plus two StudentsThe student must me a male candidate who have top in the class 10+2 in the stream such as Arts, Science and Commerce.
Lahaul Spiti PatternThe student must belong to the ST communities pursuing classes from 1st to 5th.
Girls Attendance ScholarshipThis scholarship will be provided to the girl students only who have secured 90% attendance records.
National Scheme of Incentive to girls for Secondary Education (NSIGSE) (CSS)The student must belong to the SC or ST community being a girl candidate have passed the class 8th exam and must be getting admission to the class 9th falling under the age group of 16 years. Their annual income limit must be equal to Rs. 2,50,000/-.
Pre-Matric Scholarship Scheme for SC/ST Students (9th&10th) CSSThe student must be a candidate of SC or ST community pursuing classes such as 9th or 10th having an annual income limit of Rs. 2,50,000/-.
Pre-Matric Scholarship for OBC Students (1st to 10th) CSSThe student must belong to the Other Backward Class category and must be enrolling to the 1st to 10th class in the HP state having an annual income limit of Rs. 2,50,000/-.
Post-Matric Scholarship to SC/ST Students (CSS)The student must be pursuing classes from 11th to PhD degree belonging to the SC or ST category and their annual income limit must be Rs. 2,50,000/-.
Post-Matric Scholarship to OBC Students (CSS)This scholarship will be provided to the students of OBC caste pursuing or undertaking post matric classes from 11th to PhD degree while attaining an annual income limit not exceeding to Rs. 2.5 lakhs.
Dr. Ambedkar Post-Matric Scholarship for Economically Backward Classes (EBC)The student must be belonging to the EBC communities pursuing post secondary classes having an annual income limit of Rs. 1,00,000/-.
Upgradation of Merit of SC/ST Students (CSS) (Only for GSSS Bharmour, Chamba)This scholarship will be provided to the students of SC or ST caste for pursuing classes from 9th to 12th from a government recognized school. Their annual income limit must be Rs. 2,50,000/-.
Merit Cum Means Scholarship Scheme for Students belonging to Minority Community (CSS)The student must belong to the minority community carrying out UG or PG degree in the technical or professional course and their annual inome must not exceed to Rs. 2.50/- lakhs.
Post-Matric Scholarship Scheme to Students belonging to Minority CommunityThe minority students must be enrolling to the classes from 11th to PhD degree in the various courses or streams having an annual income limit of Rs. 2,00,000/-.
Maulana Azad National Scholarship Scheme for Meritorious girl students belonging to MinoritiesThis scholarship will only be provided to the girl students belonging to minority communitiees pursuing classes from 11th to PhD degree from the recognized schools/institutions or colleges.
National Means Cum Merit ScholarshipsThe student must belong to the EBC community and must have secured academic excellence pursuing classes 9th to 12th  having an annual income limit of Rs. 1,00,000/-.
Scholarship to Disabled StudentsThe student must belong to the PWD community or category pursuing UG or PG degree in the profesional courses.
Dr. Ambedkar Pre-Matric Scholarship for DNTs (CSS)DNT students must be pursuing classes 1st to 10th having an annual income limit of Rs. 2,00,000/-.
